As for level 3 star equipment the best way I've seen/realized is by doing raids and lost island. I wish I knew this before instead of wasting so many hopes purging. I have even been lucky enough to have gotten two different green level 4 star equipment from lost island. I have tons of level 3 stars equipment but I dont know what to do with them.

It makes me want to cry. Damm how long have you been playing the game for. Also if you dont mind me asking did it involve Real Money invest as well (VIP)?

The drop rates for 5 star gear shards are incredibly low now. I don't know the exact probability but it is somewhere around 4 or 5 percent chance.
Prior to the recent decrease this probability was about 25  to 30 percent.
This really hurts end game progression,  and I sincerely hope developers change this back.
To put the odds In perspective, 50 shards of a 5 star water weapon will cost you 8000 hope.

it's less than 5%, I've purged over 40 times without a single shard.

I agree that it has gotten pretty ugly.  I had 28 shards towards a piece of 4 star gear then became concerned enough to file a bug report when I dropped approximately 150 hope without seeing a single shard.  I pushed through farming the rest of that particular drop at a rate of 1-2 shards per day, checked a few other 4 star pieces to see if it was an isolated incident.  At this point I'm chasing other objectives because spending 150-200 hope per day for a month for a single piece of gear isn't fun (which is entirely the opposite of why I play games).
